That debt will drag on you for every turn, for the rest of the game. If you miscalculated your share issue, you won't have enough money to buy the track you need and pay your shareholders at the end of the turn, so you go further in debt if you make this mistake. Then you take turns buying track and expanding your network, and shipping cubes, which give you income based on how far the goods travel. You need to issue shares *at the beginning* of your turn. The economy in the game is so tight that every dollar counts. You start the game with no money and you need to issue shares to raise some - this puts you permanently in a state of debt.
